Germany Tightens Spousal Visa Issuance as Many Fail Language Exam in 2024
Germany Issues Fewer Spousal Visas in 2024 as Language Test Poses Major Obstacle
Germany saw a noticeable decline in the number of spousal visas issued in 2024 compared to 2023, with one key factor contributing to the drop: language proficiency requirements. Although the German Foreign Office has not formally attributed the decline to this issue, data reveals that many applicants failed to meet the mandatory A1-level German language requirement—a prerequisite for joining a partner in Germany.
Language Barrier Remains a Major Hurdle
According to government figures, only 62% of spousal visa applicants passed the required language test in 2024, down from 65% in 2023, as reported by InfoMigrants. This decreasing pass rate highlights the challenges many foreign nationals face in meeting the integration criteria set by German authorities.
These statistics reinforce the conclusion that language proficiency is one of the primary barriers for individuals seeking to reunite with their spouses in Germany.
Criticism from the German Left-Wing Party
The language requirement, while promoted as a vital tool for integration, has come under criticism from the left-wing Die Linke party, which questions its compliance with European Union law. The party argues that the requirement may create unequal treatment, as some categories of migrants are exempt.
For example, spouses of skilled workers can enter Germany first and then begin learning the language, whereas others must meet the language standard before even being allowed entry.
Most Affected Nationalities
Data shows that the majority of spousal visa applications originate from nationals of Türkiye, India, Kosovo, Russia, and Iran. These groups are particularly impacted by the language rule, which may hinder family reunification efforts.
Application Process and Requirements
To sponsor a spouse’s relocation to Germany, the resident partner must:
Hold a valid residence permit
Provide proof of adequate housing
Demonstrate a secure income to support both partners
Meanwhile, the spouse applying to join must:
Be over 18 years old
Meet the A1-level German language requirement
These conditions are part of Germany's broader immigration policy aimed at ensuring successful integration and self-sufficiency of new residents.
